Phase 0™ is a strategic resource intelligence methodology developed by Converte Global founder Allison Turnley. It proposes a public–private approach to discovering and developing resource opportunities before decisions are made about recovery, infrastructure, technology or investment.

These five connected functions examine what exists, its condition and remaining usefulness, its potential value, the available or emerging pathways, and what can be recovered, lost and learned.
Public bodies, businesses, researchers, designers, engineers, independent innovators, entrepreneurs and communities each hold part of the knowledge needed to understand existing resources and their possibilities. A consortium assembled around the resource brings the relevant expertise together to investigate new uses and assess their economic, environmental and social potential.
The wider ambition is to build National Resource Intelligence Infrastructure (NRII): a continually developing knowledge base that helps each investigation benefit from what has already been discovered.
This intelligence could inform a National Resource Investment Strategy (NRIS), helping government and industry plan recovery capacity, skills, technology and investment around evidenced opportunities. It could also help individuals and entrepreneurs identify resources, collaborators and possibilities for new ventures.
Converte Global is developing this approach with an initial focus on apparel and textiles. The proposed infrastructure and public–private governance model would be developed and tested with partners through focused demonstrators.
